FOMC rate decision: the 2:00 p.m. statement and futures order flow
The Federal Open Market Committee sets the target range for the federal funds rate at eight scheduled meetings a year and publishes its decision in a policy statement at 2:00 p.m. Eastern. The statement, the vote and the implementation note reprice Treasury, stock index, currency and gold futures, and the press conference at 2:30 p.m. often produces a second wave of trading.

What the Committee decides
The FOMC has twelve voting members: the seven members of the Board of Governors, the president of the New York Fed and four other Reserve Bank presidents who rotate. It sets a target range for the federal funds rate and steers market rates into it with administered rates, such as the interest paid on reserve balances. The statement describes the economy, the decision and guidance; the vote lists any dissents; the implementation note gives the technical settings.

What was already priced
Futures on the fed funds rate and on SOFR embed the market's expected path of policy. CME's FedWatch tool turns fed funds futures prices into implied probabilities for each meeting. When a decision is fully priced, the rate change itself moves little; the reaction comes from the statement's wording, the dissents and, later, the press conference. A decision that differs from what was priced produces the largest and fastest repricing.
Why each market reacts
- Treasury futures: a change in the expected policy path moves yields across maturities, with the short end most directly tied to the next moves.
- Stock index futures: the discount rate and financial conditions change with the rates outlook; the equity reaction can differ from the rates reaction when the statement also changes the growth outlook.
- FX futures: 6E, 6J and other dollar-quoted contracts reflect the change in US rates relative to other central banks.
- Gold: responds to the dollar and to real yields.
- Direction is never implied by the decision alone; it depends on the gap between the decision and the pricing, and on the guidance.
Order flow from 1:55 to 2:30 p.m. ET
In the minutes before 2:00 p.m. ET, the heatmap usually shows resting liquidity stepping away from the inside levels and the tape slowing. The statement is released at a known second, and the first burst is typically a sweep through several levels, visible on the footprint as a bar with one-sided aggressive volume and large trade bubbles. Reversals within the first minutes are common as the full text is read.
The press conference at 2:30 p.m. is a second event with no fixed trigger second. Price can trend through it or reverse the statement move. On the volume profile the afternoon often builds a separate distribution from the morning's, so a profile anchored on the session can hide two different value areas; splitting the reading at the release helps.
