ECB monetary policy decision and press conference: euro futures order flow

The European Central Bank's Governing Council takes monetary policy decisions every six weeks. The decision is published at 14:15 Frankfurt time (the ECB labels it CET) and the President's press conference starts at 14:45. Euro FX futures (6E) and European rate and index futures reprice on the decision, the statement and the answers, often in two distinct waves.

What the Governing Council announces

The ECB sets three key interest rates: the deposit facility rate, the main refinancing operations rate and the marginal lending facility rate. Since its 2024 review of the operational framework, the ECB steers its policy stance through the deposit facility rate. The press release gives the decision; the monetary policy statement read at the press conference explains it.

At four meetings a year, projections for growth and inflation prepared by ECB or Eurosystem staff are published with the decision. Those meetings tend to carry more information, because the projections show how the staff outlook has changed.

Two releases, two reactions

  • 14:15: the press release with the rate decision and any change to other instruments. The first reaction follows the decision relative to what was priced.
  • 14:45: the President reads the statement and answers questions for about an hour. Guidance on the next meetings, the assessment of inflation risks and answers on data dependence can extend or reverse the first move.
  • Wording matters: markets compare the statement with the previous one line by line.
  • Individual Governing Council members often speak after the meeting, which can adjust the reading in the following days.

Timing seen from Chicago

When Europe and the US are both on summer time or both on winter time, 14:15 in Frankfurt is 8:15 a.m. Eastern and 7:15 a.m. Chicago, before the US cash open. The two regions change their clocks on different dates: the US in March and November, Europe at the end of March and October. During the weeks between those dates the gap is one hour shorter, and the decision lands at 9:15 a.m. Eastern. A calendar that converts times correctly avoids that trap.

Order flow in 6E around the decision

Euro FX futures trade nearly around the clock on CME Globex, but the book is thinner during the European morning than during overlapping US and European hours. Before 14:15, resting size near the inside of 6E often steps back and the spread can widen. The decision itself produces a burst; the footprint shows whether the first aggressive volume keeps finding new prices or meets passive size that holds.

The press conference produces a less structured flow: several bursts spread over the hour as answers come in. Reading cumulative delta across the whole 14:15 to 15:45 window is more useful than any single bar. Because the US cash open often follows within the next hour or so, the 6E reaction can be extended or reversed when US participants arrive.
