Philadelphia Fed Manufacturing Business Outlook Survey
The Philadelphia Fed's Manufacturing Business Outlook Survey reports conditions at manufacturers in its district, covering eastern Pennsylvania, southern New Jersey and Delaware. It is published monthly at 8:30 a.m. Eastern, on dates the Philadelphia Fed announces in advance, typically a Thursday in the second half of the month. Like the Empire State survey it uses diffusion indexes centred on zero and is read as an early signal for national manufacturing.

What the survey reports
Manufacturers answer whether activity, new orders, shipments, employment, prices paid and prices received rose, held or fell, and what they expect six months ahead. Each index is the share reporting increases minus the share reporting decreases, so zero is the neutral line.
The headline general activity index is a separate question, not an average of the components. It can therefore move differently from new orders or shipments in the same month, and the components are often read as a check on the headline.
How it complements the Empire State survey
When both surveys move in the same direction, the market gives the signal more weight ahead of the national ISM survey at the start of the next month. When they disagree, both are usually discounted.

Why futures react
The survey shifts expectations for manufacturing activity and, through the prices indexes, for goods inflation. Index futures react through growth expectations, Treasury futures mainly through the prices components. The impact is typically larger than a single regional survey would suggest when manufacturing is the market's focus and smaller when inflation or labor data dominate the week.
Order flow on a Thursday morning
When it falls on a Thursday, the survey shares 8:30 ET with weekly jobless claims, and sometimes with other data. The 7:30 CT footprint bar is therefore a joint reaction, and the surprise in one release can offset the other. A practical reading is to compare the relative surprise of each release before looking at the bar, then see whether the reaction's direction fits the larger surprise.
After the burst, the question is acceptance. Price that holds outside the pre-release range with repeated initiative volume suggests the market took the data seriously; a quick rotation back into the range with delta turning suggests it did not.
